Hello,
When we talk about the top best colleges of Fine Arts in India, there are many;
- College of Art, Delhi
- Faculty of Visual Arts, BHU, Varanasi
- Faculty of Fine Arts, MS University of Baroda, Vadodara
- Aligarh Muslim University
- Jamia Milia Islamia
- College of Fine Arts, Trivandrum
- College of Fine Arts, Chennai
So without hesitation you can choose DU for pursuing Fine Arts.

Hiii...
Depends on the college you are looking forward to get admission in. Some colleges will classify the subjects that should be counted in Best 4 while some colleges will directly say best 4.
That said, it is very important to go through the entire cut off description that individual colleges release on their site with the cut off.
