This is subjective thing, so there is no correct answer.

TOEFL is a completely different animal, so you can't compare apple to oranges.

Although, JEE is tougher if compared to SAT in my opinion.

JEE mains is harder exam than SAT. However,we can't compare TOEFL and JEE mains as they are all different .
