I hope by neet national counselling you are talking about 15% AIQ counselling for govt college.
Yeah, usually AIQ counseling for 1st round happen before the counselling process of state's quota. So if you allotted a college in AIQ counseling,you don't want to go but still want that as safe then you can report the college and go for upgrade in second round or if you don't report you will have to restart in second round. After Then you can wait for your state counselling round and if you get college allotted of your choice get admit there.
But don't do this for second round. If you get a college allotted in second round in AIQ counseling then you will have to either take admission or if you don't you will have to forfeit your security deposit money.
So do your counselling very carefully. Check wisely the counselling scheme for both AIQ and state then proceed.
