As i am a partial dropper , i had qualified jee mains 2020 in obc category but unable to crack advanced 2020, so can i appear jee advanced 2021 without appearing jee mains 2021 as i was qualified jee mains 2020 ???

If you had tested positive for COVID-19 during JEE-Advance 2020 then you can appear for JEE-Advance without qualifying JEE-Main 2021 but if you were unable to crack JEE-Advance 2021due to some other reason then you have to appear for JEE-Main 2021 and you should qualify it then only you can appear for JEE-Advance 2021.
For this year JEE-Main qualifying cut-off is expected around the figures as shown below :-
- Common Rank List (CRL) - 90- 95 Percentile
- GEN-EWS - 70- 75 Percentile
- Other Backward Classes (OBC-NCL) - 70- 75 Percentile
- Scheduled Caste (SC) - 50- 55 Percentile
- Scheduled Tribe (ST) - 40- 45 Percentile
- PwD - 1-2 Percentile
Note that in above table it is not the actual cut-off for JEE-Main 2021 but expected on the basis of previous year's analysis. You can check out previous year's cut-off trends from the link given below :-

No, you cannot appear in jee advanced 2021 even though you had qualified jee main 2020.
You need to qualify jee main 2021 to appear in jee advanced 2021.
For your reference
jee advanced eligibility criteria is given below :-
-) you need to pass your class 12th with at least 75% marks in aggregate in class 12 if belong to general or obc category or at least 65% marks if belongs to SC/ST or must be in the top 20 percentile in class 12 examination. For this year i. e 2021 this percentage requirement in class 12th has been lifted off.
-) You can give JEE advanced examination for the maximum of consecutive 2 years starting from the year of appearing for your 12th examination i. e to be eligible for JEE advanced 2021 your 12th board examination appearing year should be either 2021 or 2020 .
-) There is upper age limit, according to which to be eligible for jee advanced 2021,you should be born on or after 1st October 1996. There is 5 years of age relaxation for SC, ST and PwD so candidates of SC/ST /PWD needs to be born on or after October 1, 1991.
-) you must qualify JEE main 2021 to be eligible for jee advanced 2021
