as I have studied 2rd and 3rd standard in tamil nadu do I need to submit those 2 years study certificate also for KCET ???? will it be a problem for college seats ??? And I have completed 4 to 12 standard in karnataka.

You do not need to submit the certificates of tamil nadu.
The eligibility criteria for KCET say that a candidate should have studied and passed from a recognised institution situated in Karnataka. The academic study from a state institute should be for a minimum period of 7 years, starting from 1st standard to 2nd PUC/12th standard as on July 1 of the exam year.
You said you have studied in Karnataka from class 4th to 12th which makes it more than 7 years so you are perfectly eligible.
