There are 2 Acts that we need to mention in this answer. One is Jammu and Kashmir Reservation Act 2004 which provides reservation to ST,SC and OBCs. Under OBCs, ALC and RBA are also included. The next one is The Jammu & Kashmir Reorganisation Act 2019, which reorganises Jammu and Kashmir into 2 Union Territories.This Act upheld the continuity of Jammu and Kashmir Reservation Act 2004 which means RBA reservation is still intact. So for now, RBA reservation is intact and so is EWS reservation. And Jammu and Kashmir Board of Professional Entrance Examinations which is the Counselling authority for NEET has not announced any withdrawal of reservations so we have to assume that both RBA and EWS will remain.
