As renewal of obc(ncl) is not allowed before 1 year then how can it be possible to upload a certificate issued after april 2019.

No, you can get your OBC certificate updated before one year there is no such time limit of renewal of OBC(ncl) certificate. However, for attending the counselling you are required to upload a certificate which is issued after April 2019. In case ifbyou are unable to get the certificate updated then you might upload a declaration for the same. Hope this helps.
