Dear aspirant,

NCL is given by department of revenue for every particular state. Basically, in simple language one needs to visit the DC's Office of their subdivision or district. But, due to the nation wide lockdown and stringent imposition of social distancing due to COVID-19, the regularity and easiness of achieving has drastically changed. Students are visiting sub divisional magistrate’s (SDM)  Office as of now.

Hope this helped.
