Is there any restrictions for admission to a private medical college situated at a different state when a candidate does not qualify AIQ or State quota in his own State?

No saibal as per the best of my knowledge there are no compulsion or restrictions of any sort for that.
Still you can give it a try. We can apply for Deemed universities for all the states I guess
