Yes, B category seats are those seats that the college fills according to their wish i.e. on basis of jee mains marks as well as on the fee that the candidate pays. Since there are many students in the line that's why your jee main rank also matters. You must note one thing here, the fee you pay for B category seats aren't eligible for reimbursement .
