Yes you can apply for the upsc exam while you are in final year of graduation but you need to produce your certificate before cse mains if you clear prelims exam. Since cse exam are mostly happens on October so at that time final marksheet and certificate is must.it is also needed in personality  test .. so keep them ready till that time ...
