You haven't mentioned the College you are asking about, however going by the question I am guessing you are talking about delhi university admission. Well these is a good news for you, the university have decided that from this year their will be no marks deduction on changing stream.

As you have said you had commerce with political science in 12th, you can definitely go for both political science hons as well as sociology hons. Without any deduction in percentage.

You can do BA Political science in any interested college. eligibility criteria is :- candidate must have qualified 12th with minimum 50%. additional requirement will vary as per institute.

There might be some college option which may as for 12th percentage in Arts stream. but it won't be same for others. You have to look college option which will be convenient for you.
