The fee is low for government or government aided college whereas its high for private universities.

The eligibility criteria for BEd is passed graduation or postgraduation in any discipline from a recognized University with 50% aggregate,admission process varies among colleges, for some it's based on entrance tests while in case of others it's on the merit of the qualifying examination, there is relaxation of five percent in case of reserved category, government colleges charge less fees comparatively to private ones, in the case of former it can be as low as around six thousand rupees to the latter ones charging beyond one lakh,since you haven't mentioned you're enquiring regarding which college, you may visit the official website of the concerned college to know more details regarding this.
