There is no university or institution providing you free seat in Karnataka or Tamil Nadu. But Fee reimbursement are available, where the central and State government Officials offers scholarships to students whose family income source is less than 5 lakhs per year and categories wise whether you belong to SC/ST or general.
Karnataka has Common Entrance exam for engineering, Architecture, B Pharm and various other professional course. known as KCET. KCET minimum eligibility is 10+2 passed with minimum 45% in Physics and Mathematics as Mandate and Chemistry/Biology/Computers/Electronics as optional subject. If you secured good rank in KCET, You will definitely get fee reimbursement in any top Public institutions of Karnataka.
Tamil Nadu has TNEA (Tamil Nadu Engineering Admissions) organised by ANNA university. Candidates can apply for TNEA Counselling process and can get admission basis of class 12th Percentage. TNEA has fee concession for Students who is going to become first graduation in family and have applied to Government institutions. If candidate's brother or sister had claimed this before will not be eligible for fee concession. Based on your Merit percentage of 10+2 you will definitely get admission in good public institution in Tamil Nadu as well.
You can apply for any of this state exams or counselling and proceed with admission.You can easily afford to join any good college either in CSE or ECE program as you secured excellent percentage and applicable for fee reimbursement via Entrance exams and Counselling of Karnataka(Bangalore) and Tamil Nadu, But make sure if your income proof(Income certificate) is available with you at the time of admission.
