Mostly all MBA colleges, have CAT exam as a complusory exam for the admission. But there are many private institutions who provide admissions to students without any entrance exams. This is mainly through management quota(but they charge heavy fees). I would recommend you to give any of the mba entrance like CAT, XAT or any specific college entrance exam. The top colleges with fees less than 3 lakh are:
1.Faculty of Management Studies, Delhi - Current tuition fee Rs.20,960
2.Department of Financial Studies (DFS), Delhi University (DU) – Current Fee Rs. 26,000
3. Delhi School of Economics (DSE), Delhi University (DU) – Current Fee Rs. 36,000
4. Tata Institute of Social Sciences (TISS), Mumbai – Current fees Rs. 1 Lakh
5. Department of Management Sciences (PUMBA), Pune University - Current fee Rs. 1.3 lakh

Getting any college for any course without any Entrance is quite difficult.
For MBA you can't get any good or any average college too without giving any entrance like MAT or CAT.
There are certain colleges in Mumbai which provides direct admission but for that you will have to go via Management quota and for that fees structure is pretty high.
