Thakur College of Engineering is very nice for CS/IT students and also for financially sound people. So, I will suggest you go to the KJ Somaiya Institute of Technology. Overall, KJ Somaiya Institute is better than Thakur college of engineering for the extc branch.

Thakur college of engineering-

It has an 8-storey building with almost 14 classrooms on each floor.
