Bsc course 3 years completed but exam not cleared and taken TC from college. Is he/she considered as a undergraduate.

No dear, most often if you wish to get the completion certificate you need to clear all your examinations. Unless all your results are completed you won't get the graduation certificate. Now if you have taken the TC, talk to your college authority how to clear your examination or else your university will not give you the graduation certificate and it will be published as incomplete.
