It's difficult to estimate that how much decrease in the percentage will be there for the second cut offs. The list is prepared on the basis of total number of seats, seats filled and vacancy of seats.
In many colleges of North campus, generally cut offs are closed in the second list as the seats gets filled at a faster rate. While other colleges decreases their cut off for the second list that can be around 0.33% to 1% depending upon the colleges. After release of several cut offs when still there are seats left, the cut off may get decrease up to 2.5% in the next list.

The 2nd cutoff for BSc in computer science will be around 89%-95% for General students which will vary according to colleges but for other categories it will be around 84%-92% for the 2nd round for admission in Delhi University. I will attach a link where you can check the cutoff yourself for each college and choose your desired one .
