No, NCC will not help you in becoming an IAS.
This is because,
To become an IAS, you need to clear UPSC. There's no reservation in UPSC Civil services examination for NCC. The only thing is that it might help you to have a good impression during interview.
The only thing that will help you in becoming an IAS is to prepare well for UPSC.
