Can 2018 batch student apply for Anna University counseling this year?I got 172 cut off in last year.

Yes, you can. You will have to apply for TNEA examination this year and give the examination. You should decent marks and then apply for counselling. With your 2018 score, you cannot apply for counselling this year.
