Hello Aspirant,
UPSC CDS examination is conducted by UPSC twice a year to recruit young officers in indian armed forces Army,Navy & Air force.
Main eligibility for CDS is graduation in any stream and there is not any percentage bar as well.
NO,as per educational qualification you can not apply being 2nd year student however in 3rd year you can apply as appearing candidate.

As per the eligibility criteria of Officer's Training Academy for CDS, candidates need to have passed Bachelor's Degree in any discipline from a recognized university, there's no specific aggregate required in this matter. Those who are in the final year too are eligible to apply, so as per the norms whatever course you're pursuing whether it's three or four year degree program, you can apply in the final year.
