Can a 10th supplementary pass student join diploma college. But he completed his 10th 2 years back.Is he eligible to join the diploma college now

Yes, if he had passed class ten clearing all the subject's either through regular or by Supplementary then he is eligible to apply for diploma courses.
He is eligible to apply, either he get admission or not depends upon his class 10 marks and the merit list produced by the institution. Some colleges conduct an interview to choose candidates while some other colleges conduct entrance examination.
What ever is the admission process, getting a supplementary doesn't effect the eligibility of the candidate to apply for admission.
