can a bio medical engineering student become doctor

No, with bio- medical engineer degree you don't become a doctor.
To become a doctor, you need to do mbbs. ( in case,if you want to become a dentist then you need to do BDS, BHMS to become a homeopathic doctor, BAMS to become Ayurvedic doctor ,BVSc to become a veterinarian ). Admission in all the medical colleges for Mbbs/ bds / bams /bvsc is through NEET examination.
But no worries
Even after your bio - medical engineering, you can do mbbs and can become a doctor provided you had biology/biotechnology in your 12th.Even if you didn't have biology/biotechnology in 12th then you can pass biology as an additional subject from NIOS and then you will be eligible for mbbs.
Here's how you can become a doctor
*Appear in Neet examination

To be eligible you should have passed 12th board examination with physics, chemistry ,biology/biotechnology and English and must have got at least 50 % in aggregate of PCB i.e Physics, Chemistry and Biology /biotechnology in 12th examination if belongs to general category , or at least 40% in aggregate of PCB if belongs to Obc/ Sc /st category. *Qualify neet examination. Qualifying cut off in neet is given below

To be on the safer side, out of 720 marks, target at least around 580 -600 marks for state quota mbbs seats and 650 marks in neet for All india quota mbbs seats if you belong to general category to get a seat in a Government Medical College

*In the counselling, you can get a seat in a college on the basis of your rank in NEET examination and the category you belong to .
*Then you have to report to the college and get your documents verified.
* After document verification, finally you get admission in mbbs in college
*Pursue your mbbs which is a 5.5 year long course in which the last 1 year consists of internship and after the completion of mbbs you become a doctor and can practice.
