Sorry  Lateral entry is only for students who had completed their diploma in Engineering and Technology.So a B.Tech first year guy cannot go through this exam .
You can change your branch and campus based on your first year CGPA if you are already a student in any of the Manipal university campuses.
But I don't have any idea about students pursuing B.Tech from another colleges.

Yes you can apply for Manipal university BTech after you completion of diploma. you will be directly admitted to 2nd year of BTech in Manipal university as you have diploma degree with you. Manipal university is very famous college and has very strong alumni network .one of the very famous person is Satya nadella. Hope this will help you. good luck.
