Hello Harish, No, you can't. With B.Tech degree, you are eligible to apply for the CSIR UGC NET exam but only for the Junior Research Fellowship. According to the CSIR NET exam guidelines, candidates who have qualified the Masters’ degree or 4-year Graduation degree with minimum 55% aggregate marks or are in the qualifying year of the degree can appear for the exam. As per the condition, you have to wait for 1 year to become eligible for the CSIR NET exam. When you are in the final year of B.Tech, can appear for the CSIR NET JRF exam.

According to the guidelines, applicant must possess an M.Sc or equivalent degree like Integrated BS-MS/BS-4 years/BE/B.Tech/B.Pharma/MBBS with at least 55% marks. Only those students who are currently enrolled in an MSc programme or those who have completed a 10+2+3 years of education are also eligible to apply under the Result Awaited (RA) category on the condition that they will complete the qualifying degree with qualifying marks within the 2 year validity period to be eligible for fellowship from the effective start date.
