According to AIQ rules that is conducted by MCC, for AIQ you can directly apply for the 2 round counselling, but I'm not sure about the state quota..
As their is no compulsory , that if you are not registered for round 1 counselling than you are not eligible for 2 round..
Their is one thing that is sure, that if you are registered for 1 round and you don't get seat than you are surely eligible for 2 round counselling..
But yes, you can directly registered in round 2 counselling according to the MCC site information..

If this is regarding All India Counsellling, yes you can. But the benefit of participating in Round 1 is you have the option of Free exit and upgradation. In case you do not like the allotted seat, you cna either opt out of the college or go for up gradation without being penalised. But if you are alotted a seat in Round 2 and do not want to opt for it, you might have to forgot the security deposit. But to just answer your question, you can participate in Round 1 without participating in Round 1.
