It is already mentioned in the NEET result whether you are eligible for 15% all india quota or not.

However, All India 15% quota counselling does not guarantee a seat into any of the medical colleges and as per your marks, its not possible to get seats from this. You can get through 85% State management quota in your state(domicile) if you belong to SC/ST category and suffice to other criterias as well.

Whether you can apply for NEET all India quota Counselling process or not would depend on the percentile you get and not the score. Once the results are out, based on your percentile you will be eligible or ineligible for the counselling process.

State quota is not depend on marks as well as all India quota is also not depend on your marks but it depend on your category
For eg If you got 250 marks and you belong to SC category than you get all india quota for SC students.
