You dont have to be disheartened, there is also another way to get into ongc by getting lateral entry into 2nd year  of engineering through a entrance exam and then qualifying gate exam for higher post with more salary.

The simple answer to your question is - YES, diploma holders can join ongc.
Ongc recruits the diploma holders of mechanical engineering, civil engineering, chemical engineering, etc.
And it regularly releases it's application from time to time for recruitment of diploma holders.
You can check regular update for ONGC recruitment in ONGC website.
But you can not get an executive level job in ongc if you are a diploma holder. For that you must have to qualify gate by completing B.tech degree.
