A candidate should have more that 75% in 12th or in top 20 percentile is the criteria for admissions into nits, iiits, gftis etc but you can give your JEE mains and there are some institutes who do not have such criteria for admissions.

Yes you are eligible as there's no minimum percentage which needs to be fulfilled in order to be eligible for jee mains , the only criteria which needs to be fulfilled is that Candidate should have passed class 12 or qualifying the exam in 2018 or 2019 or should be appearing in class 12 or equivalent qualifying exam in 2020 . Also there is no age limit. So you are eligible for jee mains exam even if your score is less than 75% if you are a pass out of 2018 or 2019. But even if you qualify jee mains with good rank and marks then also you will not be able to get into nit or iit as Candidates should have obtained a minimum of 75% marks in class 12 or equivalent exam or they must be in the top 20 percentile in their class 12 examination. For SC/ ST, the eligibility is to obtain a minimum of 65% marks in class 12 or equivalent for admission in NITs,IITs, and GFTIs.
