Yes, you can write Gate exam in any branch but not every College and PSU would consider it as it is advisable to write your exam in ECE only to avoid problems in your admission and in recruitment as well.

Yes you can appear in GATE for Biotechnology. But to tell you, during admissions and PSU recruitment through GATE, it might create a problem since many institutes excepting GATE scores for M.Tech admission and PSU's recruiting through GATE, check the background like the undergraduate stream and if it differs, they may not consider it even if you qualify GATE.
