MHT-CET or Common Entrance Test is an annual entrance exam conducted by the Government of Maharashtra and conducts by the Directorate of Technical Education. based on mhtcet score admission to technical courses like b.tech, b.pharma as well as agriculture courses has done. you have to follow the official website and check the eligibility criteria based on your desired course. from your profile it mentioned that you are engineering aspirant.
there is three type of candidature,
(1) Maharashtra State Candidature
(2) All India Candidature
(3) Minority Candidature
other state candidates are eligible for all india category who are having Indian Nationality are eligible under this Category.

Yes, anyone who is an Indian citizen and has completed education from a recognized board in India can appear for MHT CET.
The catch though is that MHT CET has most seats reserved for Maharashtra state candidates (domiciled in Maharashtra) so the seats for all India students are less and competition is considerably high as some of the good colleges are in fact in Mumbai and Pune.
