Hello,
If you can learn and acquire the skills of developing app then you can develop for sure.Alhthough you will not study anything in your mechanical course regarding how to develop apps.Devekoping apps generally require knowledge of programming(C,C++), python,java etc.These thing you will not learn during mechanical degree.In first year you might learn about programming but that too in the very basic level.So, if you want learn the you can take help of YouTube and google.

Yes, you can create but yo need to have enough knowledge on JAVA programming language and knowledge on android app development and if you lank in those things then attend workshops, join online or offline classes and try to obtain as much grip as possible on the above mentioned objectives.
