Hi Kaizad, As per your query about doing second MDS after completing one, It will depend on the university under which the college is,So if you want to clear it further i would suggest to file a rti to the concerned univeristy and you will definitely get your answer.

NEET MDS brochure states that if or not one can pursue another MDS after MDS will depend upon the rules of univesrity or state one is getting admission in. The brochure states, "Some of the Universities/institutions are having regulations that candidates who are already pursuing the PG Course in their University or in another University are not eligible for admission till they complete the course."

So, you need to check with the eligibility criteria of the particular state or university.

For instance, while many colleges allow one to do another MD or MS programs after pursuing one, but JIPMER doesn't allow the aspirants who are already pursuing an MD/MS to do another MD/MS at its institution.
