No, you can't apply for that, you will be only eligible for that seats if you have domicile of that state and fulfill all the eligibility of Assam State neet counselling. You can apply only in the state from which you belong/ or you have domicile. All the converted seat of the AIQ in state quota are filled by the respective State counseling. So if you have not a domicile of Assam than you are not eligible for that converted state quota seat
