Hello Aspirant,
Yes definitely one can apply for NEET UG 2023 even if he/she has passed class 12th in 2019 with PCM provided that he/she should have Biology at least as an additional subject otherwise he/she would not be eligible for NEET . And also if he/she has completed his/her graduation in B.Sc. Physics but make sure to check the qualification code before applying for NEET UG 2023 :-

As there is no upper age limit in existence for NEET UG till now and the case for same purpose if pending in Hon'ble SC so until the verdict gets out you are eligible for NEET UG 2023 with respect to your age and later on if verdict comes then your eligibility might vary according to the verdict.
For your reference NEET UG eligibility criteria is given below :-
** You must have passed 10+2 from any recognized central/state board with Physics, Chemistry and Biology even if Biology is there as an additional subject then also you are eligible provisionally as per the current eligibility criteria.
** English should also be in your curriculum of class 12th and also you should have passed in it.
** You minimum age should be more that or equal to 17 years by December 31st 2023, as per the current eligibility criteria.
** As of now there is no upper age limit for NEET but the case is pending in Hon'ble SC and by 2023 if the verdict comes then the upper age limit may be decided and it can be either 25 or as decided by SC.

To attempt the NEET exam, the candidate requires Physics, Chemistry and Biology as compulsory subjects. Since, you have PCM and not biology as the subjects, you cannot appear for the NEET UG exam, even after graduation in BSc Physics or any other field.
