Can a person with an annual income of 17 lakhs in Mumbai afford a Jaguar car of ~50 lakhs and a (2 or 3) BHK apartment in Mumbai?

It's really a very situation based question, if you work hard and smartly save money, in 10 years you might get a flat but in very outskirts area because there flats are very very expensive. You can't get in under 10 lakh rupees. But car is affordable, but then maintaining car in Mumbai is quite tough. People usually prefer taxi or locals.
