State quota counselling is done by the respective state authorities to fill the 85% seats in government mbbs colleges and all private colleges of the state. Only students who either hold domicile of that state or who have completed their 10th and 12th boards in that state can claim under state quota. There are some states that allow non-domicile candidates to take part in their counselling called open states, but it is only for private seats.
Therefore, only students of that particular state can get govt mbbs seat under state quota.
