Yes a student of Electrical Engineering is eligible for applying in ISRO. ISRO recruits candidates through GATE as well as through it's exam. Shortlisted candidates are called for an interview. Then on the basis of them, candidates are recruited.

Yes. To recruit the Scientist/Engineer ‘SC ,ISRO conducts written test and Student should have BE/B.Tech or equivalent qualification in first class with an aggregate minimum of 65% marks or CGPA 6.84/10 (average of all semesters for which results are available).
