It is not clear from your query the name of the college for which you are seeking information about student belonging to other states. If you have a particular college in mind kindly provide it in the comment section. Generally, colleges do not bar students of other states as long as they fulfill their admission criteria with a difference in marks/ranks as compared to domicile students.
