Yes, a BC-B student can study Engineering for free if his TS EAMCET Rank is below 10,000 and parent's income is less than Rs. 2 Lakhs per annum and should not be Goverment employees and if he gets seat in Government Engineering Colleges then he will get full fee reimbursement and no need to pay special fees and hostel fees.

As your TS EAMCET Rank is below 10,000 Rank and your parent's income is less than Rs. 2 Lakhs and if they are not Government employees and if you get seat in Private Engineering Colleges then you can only get full fees reimbursement but you need to pay special fees, hostel feels and other fees.
