Anitha, there are 2 things to it. If you are an Indian Citizen and lets say both you r parents have studied in Karnataka for atleast 7 years or are permanent residents of Karnataka, then you are eligible for Karnataka's State Quota. But if you are a NRI or you do not have Indian Citizenship then you cannot claim State Quota even on the basis of your parent's residential status.

For domicile a person has to study or live in the state for seven years. It is not only based on birth and this cannot be justified by only a birth certificate.
You can apply to private colleges but you cannot apply to government seats.
However, if your parents are from Karnataka and know kannada, tulu Or kodava you can apply for domicile after writing a kannada language test.
