I don't think that's possible. This  isbecause at the time of filling the application form you are asked just one state for all India quota. And even if we see State counseling, it's not feasible to be present at 2 places for admission. You need to select only one state for counseling. And plus, the fees which you have to fill for counselling rounds will only be one state. Go for only one state for your convenience. Hope you understand.
