can a surgeon charge whatever he wants,for say a neuroendoscopy, kindly specify the figures upto which he can charge for a surgery,bcos now he's quoting a price of rupees 30 lakh

In general as a neurosurgeon fees of 2.50 Lacs to 7,50,000 rupees for neuroendoscopy that means brain tumor surgery. But this cost varied from
from one hospital to another. But it is an absurd fees of rupees 30 lacs which you have mentioned, is taken by a neurosurgeon for neuroendoscopy that is brain tumor surgery in INDIA. If it happens you may take the help of IMA Indian Medical Association authority.
