Hi aspirant,

Yes students who to apply under all India quota can also take part in state quota counselling provided that he or she has proof of being a resident/ native/ fulfills the criteria to take part in a particular state's counselling process. While MCC conducts the counseling for all India seats, the counselling for seats under state quota is done by respective states. For all India quota there is no specific requirement with any candidate you have achieve the minimum cutoff marks in their respective categories can take part in the process.

Please note that Only students from Telangana, AP & J & K are not eligible to participate under 15% quota as these state do not allow admissions for all India quota.

Hope it helps!!
