Yes, student from another branch can sit in placement drive of IT or CS only if company has requirement of other branches students for some specific job position which is not coding related it may be management,marketing.You should sit for all companies whether it is core or from technical background.For technical placements companies like TCS,Infosys,Deloitte are mass recruiters so they hire students from all branches.However,product based comapnies only allow cs/it students to sit in placements.You should have basic knowledge of programming of c,c++ or any object-oriented language,python,javascript etc so that you don't get in trouble at the time of placement.Always contact to your training and placement cell prior to placements if you want to sit in any comapny you want.

It totall depends on the companies ,which branches they are ready to take .If they allow Mechanical or civil to seat in CSE companies, then why not. You can get a chance to seat in those types of companies . Also half of the companies visiting campus do allow all B.tech branches to seat. They basically look for specific set of skills.
