Can any student from an university in b. Tech 2nd year can transfer to another college

Hello dear,
anyone can transfer college in 2nd year but he has to fulfill colleges criteria for example he has required marks for transfering and you have to follow all the necessity condition of the college.only after that you can transfer college.
