The 85% state quota reserves 85% of the seats available in a particular medical college for students who have a domicile of that state.
You can be a domicile of a state only if your parents own property in ththeat state, your family resides in that state or you have completed class-10,there. I'm not very clear upon the rules, but you don't get domicile for a state if you just complete class 12th from it.
Due to the 85% quota, only 15% of the students of a college will be from other states. You will get a choice during your counselling after NEET, whether you want to opt to get a college according to your state rank or your AIR. If you choose AIR you can get any college in India, but by state rank you can only get a college in your state. At last, you can choose the rank which begets you a better college.

In a govt medical college, 85% seats are for students of same state and 15% are for other states students or AIQ.
If you have domicile of state B, you can try for 85% of seats in the state and 15% seats available out of the state.
Through 85% state counselling you can take admission in your state government medical colleges. You should have domicile certificate of the state in order to apply for the counselling.
