You can put the shadan college of pharmacy as your first choice in the list! But just to be on the safer sides please try and include as much colleges you can after that so that you can atleast get a seat.

So if you put shadan college first they will check if you are eligible in it as you have put that first on your choice filling list but just in case if you wont get in that you will get a seat based on the other colleges in your list that are below that.
