This terminology is used in the state of Andhra Pradesh mostly.
A category seats are convenor quota based seats(say it as semi government colleges) which have a decent Tuition fees of medical college
( approximately 60K per annum excluding hostel fees.)
B category seats are private management seats governed totally by private bodies and costs much than A category. Approximately 9 lakhs per annum excluding Hostel fees.
C category seats constitute the remaining 40% seats. These are called the NRI quota seats. These are also filled by private college Managements. Fee is maximum among the three categories.

The categories A and B of MBBS seats exist in Andhra Pradesh and Telangana state.
As per Government Order 136, Medical and Dental seats in private non- minority Medical and Dental colleges are divided into categories A, B, and C with allocation of 50%, 10%, and 40% seats respectively to these categories.
A category seats are filled by Dr. NTR University of Health Sciences under convener quota. Their fee is the least among the three categories.
B category seats are Management quota seats. They are filled by private college Managements as per Government provisions. Fee is intermediate among the three categories.
