I think rarely any arts college provide Extra classes to the hostlers for the

preparation of IAS Exam and Other government job preparation.

It will depend college to college you are studying.

it is not necessary, it depends from college to college, some colleges will provide extra classes for the students after who are interesting in going to the government jobs after the graduation. but some will not. so all colleges have their own prospective. so you will decide your college according to your needs, future panning which will helps you
